"Language Pack for VS Code" has been released. You can see the documentation on this link: link

And as stated in the old answer just do the "locale": "pt-br" Documentation about the Locals link

Official note about this Language Packs update for Version 1.21 of VS Code. link

There is no stable version of en-BR for VS Code yet. But there is a version for those who participate in the "Insiders build". But apparently Microsoft developers are not going to launch new languages until they can better define what language packs will be.

"After the discussion we decided not to bring it to the official release until we set the story for" language packs. "However, it will stay in the Insiders."

By default, VS Code picks up the operating system's display language,   falling back to English (US) if the locale is not supported.

In short, you can put a " en " in your "locale":"pt-br" that as soon as you have the language pack your VS Code will go to Portuguese, and as long as there is no translation goes continue in EN as fallback
