Recently I was supporting my video download app just by cast support, I found the following options:
With it you can stream video, audio or hers from some app or game, it's available for android, ios and chrome, it's well documented but for you to learn you'll have to work a little, depending on what you have in mind you will have to register that app in the console of google cast that costs 5 dollars, but if you do not want to customize wm of the receiver or something similar can use the default player that is for free, I believe that google cast only support tvs with android to google cast devices like Chromecast.
This sdk targets televisions with Samsung's operating system, the Tizem. But the site itself already recommends that you use in conjunction with google cast for more support, there is an integration guide on the site.
