I can not install Visual Studio 2013 on Windows 7, I know it's possible because in college we have Visual Studio installed on Windows 7. So I do not know why it complains about the Windows version.

It is most likely missing Service Pack 1 in Windows 7 , or it can be another update of it. You have to make sure everything is up to date. See the link for more details if this is not the problem, but it probably is.
It also talks about updating IE. Already for 11. Do not leave a machine with old things this way.

Enable Windows Update Surely the problem is this to enable Windows Upadate in Windows 7 if you do not know:
Control Panel > Windows Update > Change settings > Install updates automatically (recommended).

Update IE to 10 or 11 (depending on what you requested by the installation). Well I've been there, and when I updated IE. It worked.
