Can I prevent notifications for other applications on my device?

I'm setting up my CBT. Is it possible to implement a blocker for other applications in my app so that it will not receive notification while you are using my app?

A basic example of how I can portray this would be when you disconnect your wi-fi from your cell phone and run out of internet, you do not get notification of anything like Facebook, Instagram and app like games online So I want to have a way to be with the internet connected and the notifications of those other apps that I listed there are not notified while using my app.

Only my app has internet because it will have to perform search inside it.

If possible, how? I just need a direction no more.

Under normal conditions this is not possible, it would be a tremendous security flaw.

If the user phone uses some technique that subverts the operating system to let your application do this, then anything is possible, but who would do such nonsense? Obviously this application would not be in a store .

This in another language, in JavaScript is still less possible. Just do not say it's impossible because the moment you do some scam in the operating system may give JS the ability to do this, but in practice no one will do that.
