Wordpress - change folder to root

I'm about to set up a wordpress site for a friend's agency.

For now, when accessing the site, we have an html file informing that the site is under construction.

But now that we develop the site in wordpress , I thought of installing in a subfolder and when I publish, pull to the root, but I've already been told that this is too much trouble.

Is there a safe way to do this, without losing theme posts and settings?

Is there a way to install wordpress in the root of the site, but leave it hidden from users during development, perhaps only by accessing the site by password?

There is a plugin called "WP Construction Mode". Only those who have access to the site / portal, will be who is logged in. Who is logged in (from wordpress), will have a page similar to this ...
