Good afternoon, I need to open a Progress database for a client to do an import and I'm not getting it. I need some help to know some way to work with this bank, either by code or applications.

You will need to have Progress on the machine.
When installed go to Data Administration - > Database - > Connect. Enter the "* .db" path and you will already be connected to the bank. Then just use the Data Dictionary to view the tables and fields.
Other than that I think there is no Progress Bank interpreter

To open the bank you will need Progress. Then edit the info.st, entering the path of the bank where it is recorded. Run prostrct repair info info.st to repair the on-site bank. Then open it by prowin32.exe, Tools menu, Datadictionary and connect the bank, by inserting the site itself.
