My Eclipse for Java EE does not start, and gives a first-line error:

  

java was started but not returned exit = 13

64-bit operating system (x64).

The problem is that you are trying to start a 64-bit version of Eclipse with a 32-bit version of Java. You can download it Java SE Development

Start Eclipse with a 64-bit JVM and the problem goes away.
