Real-time monitoring using GPS

I'm creating an app for a pizzeria where the customer can see the location of the motoboy that will deliver his pizza in real time, but a question arose, I'd like to know how do I send my location via a web service to every 15 seconds without delay, which map should I use in a dashboard to monitor the apps?
