WordPress generates .htaccess at the root of your site. In addition, there may be other .htaccess subfolders. The file closest to the requested URL is applied first.
The dot before the filename indicates that it is a hidden file. When you are accessing your web server through FTP, you will not be able to see .htaccess, unless your FTP client is forced to show hidden files.
