The official recommendation is to use VS 2012 if you really need it. But it talks about installing the 8 SDK optionally in VS 2013. In fact in that answer in the OS shows this.

Think about whether you really want to do this. This version is considered obsolete and tends to disappear soon, mainly because very little sold.
