I installed Visual Studio Community 2015 and wanted to connect it to SQL Server, but as far as I understand I do not need to install SQL Server, I just need to download SQL Server Data Tools. Is that right?

Visual Studio can install SQL Server for you. You can also install it separately if you want some other edition that does not come with Visual Studio, which can only be used for development.
SQL Server Data Tools is completely optional.
