I'm using a bootstrap theme with background image but the image does not change. I went in the css, changed the background anyway and the image stays the same being a url that no longer exists.

As you have nothing on the html code, follow the css:

This should probably be because your site is saved in the browser cache, refresh the page by pressing

It may be that in some other part of the code there is a css defining the background with the image in question and this is generating css conflict, to resolve this conflict you can use the !important attribute that will serve to prioritize the defined css for you.
