The current version is 1.6.9.14. If you are doing a new installation, prefer the latest stable version. link
As for the problem with the "white bar", it can be something in the template.
To debug, try changing to the PrestaShop default theme. If the same problem occurs in the default theme, then there is probably a problem with the platform or settings.
If you do not have the same problem with the default theme, it is probably a problem with the custom theme.
If you detect that problem with the custom theme, make sure you are using utf8 without good. Usually the good character of UTF8 causes a break at the top.
