Using ACL in CakePHP

After searching a lot, I did not find a satisfactory answer. I would like your opinion and / or hint about using ACL in CakePHP.

I've seen some plugins that "help" this issue, but I do not find it dynamic enough.

Some say that doing "on hand" is better, others say that using plugin is better, in fact, ACL is not complex, however for a system with dozens of groups and thousands of users it is complicated to organize things. So I'm looking for a plugin that really makes this task more practical and dynamic, or if I need to do one for it, but before I get my hands on the mass, I'd like your opinion.

So, really, the most automatic Acl use / management tools are missing. I work with Acl in my projects, and the only tools I use are the Cake Acl Shell (native to the framework) and the AclExtras plugin that does not receive any updates since 2013.

I'm still not fully aware of Acl in version 3.x but from what I saw there were not many changes.
