Click outside the actions of a Notification

I would like to know if there is any way inside an Ongoing Notification so that when clicking outside the buttons but still in the notification it performs a predetermined action?

After declaring a layaout XML to give an ID to it, and use it for the purpose of action or an intent, so when it is clicked it will be able to open a UI or execute some command
