Windows 10 even in the Home version already has availability for IIS.

If you need to install, remember that for Windows 10 you should install IIS 10 : link

You need to know if it is enabled:

  • Click the start button and search for:
  • Enable features or disable Windows features
  • Select Internet Information Services

Some older versions such as Windows 7 Home Basic may not contain IIS available.

I had a similar personal experience.

On a newly-initialized Windows 10 machine with some tools installed (antivirus in between) the IIS installation never came to an end.

The cause was linked to conflicts between the TrustedInstaller service and the security tool.

Disabling all aspects of security (Firewall and anti-virus) IIS installation was able to continue until the end.
