Algorithmic predictability in random number generation

When I finished typing this question, I realized that it was too wide. So I decided to break it into threads.

Is there a succinct way to observe the predictability of a random system?

Would it be possible, considering the elements, key size, X, Y, Z algorithms to determine if one system is "more random" than another?

If there is no simple way to do so, how would you look at this aspect of a system?
