Microsoft SQL Server Error 10060

Recently I formatted my computer and reinstalled the applications. Among them is SQL Server 2014. The problem is that I can not connect to the ISP server! I uninstalled the 2014 version and installed 2012 and the problem persists. Only on my machine does that happen. It is not a problem on the network because I can connect to SQL from my internal server.

Does anyone have any ideas?

According to the MSDN site

  

An error occurred while establishing a connection to the server. When connecting to SQL Server, this failure can be caused because, under the default settings, SQL Server does not allow remote connections.
