PROBLEM:

The problem is with the name of the file I'm trying to upload, it contains an accent ( Screen Capture 2014-05-30 at 11.45.37 (2) .png ) and is generating this error.

Try the following: 

file_data = params[:import_file].tempfile.read.force_encoding("ISO-8859-1")
utf8_file_data = file_data.encode(utf8_format)
