After a quick search, everything indicates that the answer can only be that, contrary to what was stated in the question, the module is not enabled . It remains to know how to effectively enable it.

  • Did you restart Apache after changing the settings?
  • Check what php.ini is actually being used. It might be a different file. (For example, php.ini enabled by the command line is not the same as php.ini enabled by the browser.)
  • Make sure you do not have any .htaccess or equivalent by modifying the setting.
