You need the iOS Developer Enterprise Program ( $ 200 more than the usual $ 99 program, which in addition to other benefits, will allow you to distribute proprietary applications hosted on your own server.

I believe the idea of this program is for the internal use of the companies, but it ended up being used for other purposes as in the example that you mentioned, that still, I think it does not hurt the policy of Apple .
