Why do not many Brazilian government websites often lack valid security certificates?
Examples:
On the fact that they do not receive information, I do not think this is true. The Senate website does surveys that, although they do not reflect the Brazilian population as a whole (they are keen to point out), should be of some use. So I really like to understand why these sites do not have this. Should they? Is it a cost problem? How much money are we talking about?
Maybe it's cost, maybe it's incompetence. Still, it's something that anyone who understands about encryption and network security should know. And I do not see how encryption and network security is "out of scope" on this site.
