Tools for working with graphics [closed]

I need to fetch data from a database and make graphics with it, I believe that the database search is normal, what changes is the tool to make the chart. My doubts are:

-What is the best graphing tool?

-Did someone already work with graphics and know the best way to search?

-Is there any package to improve the look of the chart?

Are you working with php, but could the graphics be displayed in javascript? If so, search for jquery charts on google.
