I was exploring the Windows system folder and saw the directory /lib/ wanted to know what it is and if it is in fact a library directory and more I wanted to know what they are libraries and what is your application?

You can not tell, because in my Windows it has no obvious. It also has little or no importance knowing exactly what is being asked.
Depending on the context may be a different thing. It can be just a file with a collection of codes or it can be a collection of algorithms available for use. Even though they both get confused. It could be other things, it could be a library of video content or other media.
