I solved the problem myself. I found several steps here on the site to solve the problem and none of them solved it. So as I fumbled through AS I saw that api 28 was pre-installed on it, and it's like an api that has not yet been completed. So I installed together api 28 to api 27. I restarted the AS cache and it worked perfectly.
