Python error api-ms-win-crt-runtime-l1-1-0.dll

I have been using Windows 7 64bits, I downloaded and installed python 3.5 but when I start the program, I get the following error message:

  

The program can not be started because it is missing   api-ms-win-crt-runtime-l1-1-0.dll on your computer.

I have tried to download Windows Visual C ++ package, but also the error (installation failed).

The error itself already says that the api-ms-win-crt-runtime-l1-1-0.dll file is missing, it is installed with a Windows update.
