Sublime Text 2 - Encoding UTF-8 does not work

I'm having trouble editing code, I can not modify Encoding for UTF-8 as it's in my code just below. I select the Sublime option "File> Reopen with Encoding & UTF-8" but it does not work:

I'm using : 

meta http-equiv="Content-Type" content="text/html; charset=utf-8"

Note: I use Sublime Text 2.

Try to save with UTF-8 encoding without BOM, like this:
