What is the most up-to-date zip code database? [duplicate]

My manager introduced me to following product from the Post Office , which states:

  

The e-DNE is a database that contains more than 900,000 Zip Code   Brazil, consisting of addressing elements (description of   neighborhoods, municipalities, towns, villages) and   Postal Address - Zip Code. It is the official and exclusive basis of the Post Office,   so the information is reliable and up-to-date.

Is this really the only official basis available for purchase by the Post Office? Is there any other official database available in a format other than plaintext? It would also be nice to know of some official base of Brazilian zip codes with geo-location.
