Problems with Utf-8 on server with Mysql

Good afternoon, I'm having an accent problem with my application running the Ubuntu 14.04 VPS American server. All of the application running on my development machine is usually registering at the base along with the accent.

I made a backup of my local base and took it to the server, the application running la, normally search the data with the bank accent, but if I make a new addition by the web page, it adds a squares with? on the spot.

What can it be? my mysql installed wrong? Is there any configuration other than set up in the base creation?

To make it clear to anyone with the same problem and have already changed everything.

When configuring my tomcat, some arguments were passed to the VM, and the following arguments were missing:

-Dfile.encoding=UTF-8 -Dsun.jnu.encoding=UTF-8

I really found it strange that the bank would accept the accents, and the page would bring the accents to the screen, but could not register the accents.

But that was it.
