Anchor and link in same href without losing effect

I'm having a problem, I have a javascript file that makes the scroll soft when clicking on an anchor, but I need this href to contain the anchor but also contain the link for when I'm on another page back to the one I want, already tried to do something like href="index.php # header" but when I do this the soft scroll effect some, I wanted to do when it is on the page index.php it stay with the smooth scroll on the anchor and when it is on another page it serve as a link to the index.php.

Simple. Include the file that contains the Scroll function only in the index that is where you want the effect, in the other let only the native behavior take care of the job (redirect to the anchor of the index page).
