header bar does not redirect correctly

In a template I'm using, it's all responsive in any size.

As I am adjusting it to my site, only the header bar is not working properly, as I show in the gif.

If you have the programmer mode open, immediately small, and open to larger size, the template matches, if it is large to small (as an image), it does not.

What could it be? Has this happened to you?

Make sure your page is dealing with resizing through the meta viewport, follow example 

<meta content="width=device-width, initial-scale=1" name="viewport">
