Can a hard disk with an operating system (Windows 7) be installed as a second disk in a PC that already has a hard disk with an operating system (Windows 10) as the main one?

Yes, only for the operating system on the secondary disk to work it must be installed on that computer, it does not work to put a disk with an operating system installed on another pc.

You can then use W7 or W10 at system boot by selecting which disk you want to boot from. The motherboard bios may have a direct function key to display the boot menu.
