It's not quite clear what you mean but that problem occurred to me a few years ago, when I reinstalled Windows 7. Searching Microsoft's website, I got the reference to a bug that blocks the process and the patch required to fix the flaw.
I suggest you resolve the problem before Microsoft stops providing updates for Windows 7.
