As far as I know you can't with a standard USB cable. But depending on your smartphone model you could use a micro-USB to HDMI adapter cable or a micro-USB to HML adapter. You'd have to check your phone's manual to see if it's compatible.
I imagine you mean the ability to connect the USB port of the android device to the HDMI input of the TV. To be able to do this you need the USB port on your device to support MHL, a USB extension intended for just that.
If your device supports MHL, then you will need to buy an adapter, a cable that is USB on one end and HDMI on the other, and you will need to make sure that the adapter is compatible with your device. Yes, although MHL is a standard, there are differences in the way some manufacturers implement it.
