I have a Samsung Galaxy S9+ and I can ping without any problem, so I do not understand where it comes from that Modern android do not let ping, do not receive icmp packets, you can not generalize.
Surely some version of android comes with iptables configured to not allow ICMP, but I have not found any like that.
I would think that easier is some restriction on your router. There are some that isolate the wireless clients from the ethernet clients.
