Is it normal for a new USB to come with a 'LOST.dir' folder with no items in it or has it been used?

OK... LOST.dir on a flash drive is the same as Recycle on Windows. It is possible that it was manufactured and prepared for use on Unix operating systems, not Windows. Just right click and reformat the USB with Windows ....
