I have an iPad mini (1st gen.) and an iPhone 4S with the same version.
There is no upgrade possible for those devices.
They are 2012 and 2011 devices respectively, which still work, but for obvious reasons no longer have operating system updates.
It is not compatible and even if it were the hardware is basic for the requirements of the latest version of iOS.
