No. Locked contacts settings are stored in iCloud. So no matter what you restore your device your contacts will not be affected.
At least in Android if (if you change mobile), in my case I had blocked contacts in my previous mobile and when I changed to a new one using the same SIM, I was called again x contacts that I had blocked.
