Hello To answer your question you need to do the following to turn it on or off.
Turn Wi-Fi Support on or off
Wi-Fi Support is turned on by default. If you don't want your iOS device to stay connected to the Internet when there is a poor Wi-Fi connection, you can turn Wi-Fi Support off. Go to Settings > Mobile Network or Settings > Mobile Data. Scroll down and turn Wi-Fi Support off.
If you just disconnect the WiFi network you normally use, it will automatically try to connect whenever it gets the chance.
Option 1
Disable the Ask on connect button to force the IPhone to ask you if you want to connect to a network.
Option 2
Disable the service using the white/green WiFi button so that it remains permanently disabled.
With the new version of Ios11, when disconnecting the wifi from the control centre it is not completely disabled, it is only disabled from the network to which it is connected, to disable it completely, you will have to go to Settings-wifi and remove it from there.
