Apple's Siri and other assistants from other companies such as Google can be configured to continually wait for your commands. To activate Siri you have to say Hey, Siri. For other assistants there are other words. But it's very easy for all of them to misunderstand you and activate because you've understood their activation command by saying other words.
If you don't want Siri to be listening continuously you can turn off Hey Siri and others in Settings > Siri and Search.
