Why doesn't Windows 10 have a RAR decompressor?

Because if I'm not mistaken RAR is a proprietary format, and having it would infringe copyright. However, it natively recognises the .zip format, which you can work with without any problems.

How much space does Windows 7 take? :: Why does Windows still use NTFS? Why not ext4, the file system for Linux, as it actively prevents disk fragmentation?
