Is it feasible to use a Mac Os virtual machine and from there program the applications with Xcode for mobile applications?

Apple allows MacOS to run in virtual machines, on the condition that the virtual machine runs on an Apple computer running MacOS.
It's easy to find tutorials on Google that explain how to virtualise MacOS on a conventional PC, but it's a complicated and very unreliable procedure.
It is possible yes, but not strictly legal. If your purpose is to generate income from that virtual machine you should reconsider and get a Mac. Otherwise, for testing, educational or school purposes, I don't think Apple's lawyers will come knocking on your door.
I know little about the Mac environment. I learned a bit of Objective C a year before Swift came along. I have worked with virtual machines and I can tell you that it is perfectly feasible if you manage to have all the necessary tools to carry out your task. In my case I have used Debian and everything I needed I downloaded it in the virtual machine and it worked without any problem. I see no reason why you can't do the same on Mac with Xcode.
