I'll answer you short and fast: I'll rule out that you have Windows versions lower than W7 and hope you are upgraded to W10.
Download the DriverHub program online and install it (it's free) and run it, with your joystick normally connected to its port.
The program will check the device drivers you have installed, update them and mount the ones you don't have.
Once the drivers are installed, close everything, reboot and you will notice that all your devices are recognised and will work properly, unless there are hardware faults with the one that still doesn't work, in which case you will need to replace it.
