In fact Windows already had a similar player called Windows media quite similar to Apple Quicktime although with less encoders that had to be installed separately.
Quicktime has stopped evolving because current O.S. allow video playback without any additional plug-in in their web browsers.
But if you're looking for an almost total replacement, in my opinion VLC (www.videolan.org) is the best option, since it plays almost everything from its very complete interface and with functionalities that even Quicktime itself didn't have... and for free.
