Why do they say Linux is a kernel and not an OS?

Because, as Danny Perez says, the name comes from the kernel that all distributions with that name use as the kernel.
I disagree with what you say about macOS, which uses the BSD kernel or a derivation of it, but in general your answer is the right one.
All open source and many contributed applications used in Linux generally come from the GNU project, and so it is common to talk about GNU/Linux when talking about linux as an operating system in general.
