You can make anyone to suit you, but personally I love Arch ### you get all the packages you want and in their latest versions.

Atari, Commodore, Sinclair and even early Apple used BASIC as the user interface in their operating system.
I remember in the 1980s, the golden decade of personal computing, we compared different personal computers based on the capabilities of the programming language included, usually BASIC. Today, personal computers are more consumer-oriented than production- and creativity-oriented.

Well, in my case I have tried several. Until recently I opted for Fedora. But once I had to deploy Servers on my Clients I ended up using the same distribution in both environments: Server and Development Team. (Centos 7)
It may be that the Centos desktop, Server oriented distribution, is not the latest version out of the box, but for my needs a (powerful) text editor is enough along with the versions of the platforms that are actually used in production.
For testing and tinkering I use another machine and I love Manjaro.
Finally, the best distribution will be the one that suits you best.

In my personal experience, I recommend a distribution based on debyan, in my case I use ubuntu, and I was able to install a complete programming environment, with different text editors and java and C compilers in a very simple way, also the installation is intuitive and fits perfectly to the resources of your computer.
